American Electric Power announced a $4 billion investment to build a 702 MW fuel cell power generation facility near Cheyenne, Wyoming, under a 20-year power purchase agreement with Google.

Cheyenne Fuel Cell, the entity selling the power, is approximately 92% owned and controlled by AEP, according to the companies. Construction is planned to start in 2026, with the facility scheduled to be fully operational by the end of 2028.

The plant will use fuel cell technology developed by Bloom Energy. AEP says the technology generates electricity without combusting natural gas, and the project includes plans to integrate carbon capture to enable near-zero-emissions power generation.

The structure echoes a deal this publication covered in October — Constellation and Google's 20-year PPA backing $4.3 billion of nuclear uprates, adding 890 MW across six plants by the end of 2032.

The announcement follows agreements between Google and South Dakota-based utility Black Hills to supply power to Google's planned Cheyenne data center. AEP CEO Kenny Fisher framed the project as bringing together new technologies and partnerships to deliver energy "quickly and at scale."
