Hong Kong prices US$2.6 billion digital green bond in fourth tokenized sale

The four-tranche offering drew subscription ratios of 1.3 to 11.3 times and put tokenized deposits into the Hong Kong dollar tranche's settlement.

Hong Kong's government priced roughly HK$20 billion (US$2.6 billion) of digital green bonds across four tranches in Hong Kong dollars, renminbi, US dollars and euros, its fourth tokenized green issuance and, by the government's description, the largest digital bond issue in the world to date, with subscription ratios reported from 1.3 to 11.3 times across the four currencies. The piece that will matter longer is in the Hong Kong dollar tranche's settlement.

A digital green bond is a green bond recorded on a blockchain, where investors trade it on a blockchain-based exchange and principal and interest are paid, which the coverage ties to transparency, traceability and faster transactions and settlements. The program has compounded quickly—HK$800 million in early 2023, HK$6 billion in 2024, HK$10 billion in November 2025, and now HK$20 billion—and the pace says less about green demand than about how quickly a government issuer can rebuild its own debt plumbing.

The genuinely new item this time sits in the settlement layer, not the label. Tokenized deposits were folded into the primary issuance settlement process for the Hong Kong dollar tranche, which is the piece that matters to anyone tracking whether tokenized debt becomes infrastructure or stays a demonstration. As this publication argued in September, the point of Hong Kong's program is that it is industrializing tokenized debt rather than merely issuing it; a fourth benchmark with a deposit token in the cash leg moves that claim from pilot architecture toward operating standard.

Whether the green half of the label carries comparable weight is less clear. The coverage does not set out the use-of-proceeds framework, the verification arrangements or any second-party opinion, and a subscription range of 1.3 to 11.3 times across four currencies leaves open how much demand was drawn by currency, tenor or the blockchain wrapper rather than by the environmental designation. For a government issuer whose green credentials are uncontested, the label is the easy asset to underwrite.

Eddie Yue, chief executive of the Hong Kong Monetary Authority, described the issuance as reinforcing the authority's "commitment to stay ahead in the digital finance space" that "continues to unlock new synergies across digital infrastructures." The test is whether the trading platform Hong Kong has said it will launch by year-end connects to the next issuance—that would be the step that turns a size record into a market.
