European Investment Bank commits at least €30bn to climate adaptation by 2030

The 2026–2030 plan doubles the bank's financing pace and includes blended finance and risk-sharing tools to mobilise private capital.

At a glance

20-second brief
  • The European Investment Bank Group said on 22 October it will deliver at least €30 billion ($34 billion) for climate adaptation by 2030.

  • The money is aimed at heatwaves, droughts, wildfires and floods, and at systems that must absorb them: energy networks, public buildings, water systems and climate-resilient agriculture.

  • ClimateSET, an open-access digital tool developed with the Copernicus Climate Change Service, is set to launch later this year.

The European Investment Bank Group said on 22 October it will deliver at least €30 billion ($34 billion) for climate adaptation by 2030. The Adaptation Plan Phase 2 runs for 2026–2030 and doubles the pace of the bank's financing compared with the previous five years.

The money is aimed at heatwaves, droughts, wildfires and floods, and at systems that must absorb them: energy networks, public buildings, water systems and climate-resilient agriculture. Priorities include water-efficient irrigation, storage and reuse, nature-based solutions such as restoring wetlands, forests and floodplains, and infrastructure designed to withstand drought and flood. Spread evenly, at least €30 billion implies roughly €6 billion a year.

The plan has three pillars: scaling up investment, targeting borrowers most exposed to climate risk, and embedding resilience measurement across the bank's own operations. The investment pillar includes financing, advisory support, blended finance and risk-sharing instruments alongside project pipelines and public and private capital. The targeting pillar names vulnerable communities, cities and regions, small and medium-sized enterprises, farmers and climate-vulnerable partner countries.

Risk-sharing and ClimateSET

Risk-sharing changes how a senior tranche of adaptation debt can be underwritten, because a guarantee or first-loss layer absorbs part of the risk. The release does not specify the size or structure of those instruments, so the private capital they are meant to leverage is unquantified for now.

ClimateSET, an open-access digital tool developed with the Copernicus Climate Change Service, is set to launch later this year. It will be integrated into an enhanced Green Checker, which businesses and financial intermediaries use to identify investments responding to climate risks in their area. The EIB says the plan will make adaptation investments easier to identify and finance, particularly for smaller businesses.

The bank cites research that every euro invested in adaptation can generate up to €10 in economic benefits. Its release states: “Climate adaptation is a no-brainer. Every euro invested in prevention and adaptation to climate change saves 10 euros in damages and repairs.” Those are distinct claims: a return multiple of up to 10:1 is not the same as €10 of avoided repair cost per euro spent.

The plan extends the bank's 2026 lending. In August the EIB announced a $10.7 billion package that fused climate and security spending across grids, SMEs and district heating. Phase 2 keeps the water, grid and SME focus but adds a 2030 target and an explicit private-capital mandate.
